Serial killer Walter E. Ellis, pictured below, is suspected of eight murders in the Milwaukee area over a 21-year period from 1986 through 2007.

Milwaukee police have charged Walter E. Lewis, 47, with first-degree intentional homicide in the killings of Joyce Mims, 41, and Ouithreaun Stokes, 28, who were strangled a decade apart.
